The bodies that set the spec
The passport spec is published by the Department of Internal Affairs (DIA); all citizen applications follow this rule. Foreigner visa photos are governed by Immigration New Zealand (INZ) under a similar but separate spec. The face fills 70-80% of the frame and validity is six months.

Because DIA looks for contrast between skin and backdrop, the background is kept grey and the lighting flat. Prescription glasses are accepted with no glare and thin frames; tinted lenses and sunglasses are banned.
